If a single value would be possible for those countries, that would allready help!
An alternative would be to use the European Maritime Region definition by Yves-Maire Saint-Drennan. https://zenodo.org/record/4009400 They are based on NUTS2, cover the additional countries and also have a definition offshore (important in Energy and water sectors)
