RCMs in CORDEX represent mostly atmosphere and land surfaces. So they are circulation models to date. However RCSM (Regional Climate System Models) or RESM (Regional Earth System Models) are starting to appear but not yet used in CORDEX outside some first try in Arctic CORDEX and Med-CORDEX.
